Congressional Term Limits

This EO aims to break the cycle of entrenched, career politicians by enforcing term limits for Congress. If Congress does not pass a Constitutional Amendment by July 4, 2025, I will initiate a Constitutional Assembly through state legislatures. Should that fail, on Independence Day 2026, I will take decisive action, including potential military measures, to ensure that term limits are enshrined in the Constitution, reflecting the overwhelming public support for this reform.

This Executive Order is designed to enforce Congressional term limits, a reform overwhelmingly supported by the American public, with backing far exceeding the two-thirds majority needed to amend the Constitution.

Step 1: Legislation by Congress: I will first give Congress until July 4, 2025, to draft and ratify a Constitutional Amendment establishing term limits. This approach respects the legislative process and encourages Congress to act on the will of the people.

Step 2: Constitutional Assembly: If Congress fails to act, I will turn to the state legislatures, initiating a Constitutional Assembly under Article V of the Constitution. This method, which involves the states directly, allows for a peaceful resolution and bypasses Congressional inaction. The deadline for this method will be July 4, 2026, giving the States one full year.

Step 3: Military Action: Should both of these peaceful approaches fail, I will take decisive military action. On Independence Day 2026, the day we mark the 250th anniversary of the Declaration of Independence, I will surround Congress with the U.S. military to ensure that no member can leave until an Amendment on term limits is written, agreed upon, and ratified. This action underscores the seriousness of the issue and the need for urgent reform.

Step 4: Amending the Constitution: In the unlikely event that Congress fails, as U.S. President, I will personally write the term limits Amendment into the Constitution. This Amendment will then be presented to the Supreme Court for review. 

Step 5: Supreme Court Decision: The Supreme Court will either ratify or nullify the handwritten Amendment. If they ratify it, the Amendment will become law. If they nullify it, I will resign as President, recognizing my failure to achieve this vital reform, having failed our nation.

This plan prioritizes peaceful methods but includes a final, decisive step to ensure that the will of the people is respected. Term limits are crucial for preventing entrenched, career politicians from dominating Congress, and this Executive Order reflects a commitment to restoring true representation in our government.

Title: Enforcing Congressional Term Limits with Military Support

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1: Purpose This Executive Order enforces the implementation of Congressional term limits, reflecting the overwhelming public support for this necessary reform.

Section 2: Legislative Deadline (a) Congress shall draft and ratify a Constitutional Amendment on term limits by July 4, 2025. (b) If Congress fails to act, I will organize a Constitutional Assembly through state legislatures, with a deadline of July 4, 2026.

Section 3: Military Action on Independence Day 2026 (a) Should both peaceful approaches fail, I will surround Congress with the U.S. military on July 4, 2026, and prevent any member from leaving until an amendment on term limits is written, agreed upon, and ratified. (b) If we fail together, I will personally amend the physical U.S. Constitution, currently in the National Archives, to include term limits and present this amendment to the Supreme Court for ratification.

Section 4: Supreme Court Review (a) The Supreme Court shall review the hand-written amendment and vote to either ratify or nullify it. (b) If ratified, the amendment shall become law; if nullified, I will resign, acknowledging my failure.

Section 5: Implementation This order shall take effect immediately upon my inauguration as President in 2025.
